CAPITAL AREA REGIONAL RECYCLING PLANNING GRANT

The City of Augusta applied for and was awarded a regional recycling planning grant from the State of Maine - Fund for Efficient Delivery of Local  and Regional Services Grant Program for $20,000 with an $8000 match to be paid for from the Hatch Hill enterprise account.  The goal of this project is to develop a plan to improve recycling in the Hatch Hill Region. The finished product will be an Action Plan with cost estimates and a time line for completion. The process should be completed by the end of 2008.

The following steps will be taken to accomplish this goal:
1.
Form a Regional Recycling Study Committee and hire a planning consultant with experience in recycling. Completed January 2008
2.
Review existing recycling studies completed by other communities
3.
Review the existing contractual arrangement with Augusta and the contracting communities
4.
Inventory existing recycling center at Hatch Hill and any of the other communities (i.e. Pittston Recycling Center, Hallowell North Bay Recycling)
5.
Evaluate efficiencies and costs of the curbside collection programs, both the Augusta municipally run program and the collection systems in the contracting communities.
6.
Evaluate recycling markets and look at the pros and cons of recycling various materials.  Consider the feasibility of single stream recycling or other recycling strategies for this area.
7.
Explore what other communities and vendors are doing. Is there an o pportunity to use the existing capital infrastructure of another community or a private company to expand recycling in this region?
8.
Recommend a detailed process for improving recycling in this region to include an Action Plan with cost estimates and a time line for completion.
